Analyses & Advisories

CHRCL has prepared the materials and training manuals below to train advocates, community stakeholders, and legal services providers about the complex and ever-evolving landscape of law and policy impacting the communities they represent or serve.

Fanfan v. Noem Template Habeas Petitions, March 2026

These templates are designed to be used to seek habeas relief for putative Fanfan class members while we await class-wide relief and as long as any class members remain detained in ICE custody. In addition to putative Fanfan class members, others who were subject to re-detention who are not subject to a final order may also benefit from these templates, with appropriate adjustments for the context in which they were re-detained.

Litigation Explainer: Fanfan v. Noem, March 2026

The class action lawsuit, Fanfan v. Noem, challenges U.S. Immigration and Customs Enforcement’s ("ICE") unlawful practice in the Southern District of California (San Diego & Imperial counties) of arresting and re-detaining at ICE check-ins and appointments noncitizens with ongoing immigration proceedings, whom the federal government had previously released.
